To gain access to Business Objects (also known as WEBI), you will need to fill out a form requesting access to the Financial Data Warehouse and get a signature from Jane Cote. After it is processed by the data warehouse people, they will issue a temporary password so you can login. I believe you are also required to do an online training where they help you get everything set up (I see that training is held once a month). Here is a link with some information regarding setup:

There is a link on there for the Data Warehouse Access Form. You will also see information on that link for OBIEE and the Student Data Warehouse, but you can ignore that. Business Objects/WEBI and the Financial Data Warehouse are what you want.
