How to use the WSU telephone system on the Pullman Campus and other sites using the central system.
ON-CAMPUS DIALING between WSU Pullman Campus phones are all 5-digit. This includes all Campus phones and WSU CentraNet phones. Always dial 911 in case of Emergency for Fire, Police, Ambulance. To dial into another number's voice mailbox without ringing their phone, dial * (Star) first followed by the 4,5, or 7-digit number of the mailbox. WSU CentraNet phones can be dialed from other WSU campus phones using 5-digit dialing, and WSU CentraNet phones can dial other WSU campus phones with 5-digit-dialing as well.

2. LOCAL DIALING The following phone numbers are FREE LOCAL Calls to and from the Pullman Campus. You do not need to dial the Area Code – just dial 7-XXX-XXXX for local Pullman-Moscow calls from the WSU Pullman campus phones. The outside access code for most WSU Pullman phones is 7. For WSU CentraNet Phones, the outside access code for LOCAL CALLS can be either 7 or 9 depending on how the particular line is set up. WSU CentraNet phones can be dialed from other WSU campus phones using 5-digit dialing, and they can dial other WSU campus phones with 5-digit-dialing as well.

3. WSU SITES 5-DIGIT AND 7-DIGIT DIALING The following WSU sites can be dialed as FREE calls from the Pullman Campus phones using 5-digit or 7-digit dialing. You do not need to enter an access code or need an Authorization Code. These sites can call WSU Pullman phones for free as well using 5- or 6-digit dialing, depending on their local phone system setup. If you dial these as Long Distance calls they will go out as Long-Distance and you will be charged for the call. This 5-digit and 7-digit dialing is not available on WSU CentraNet lines.

UNIVERSITY OF WASHINGTON There is also FREE calling between WSU Pullman Campus Phones and the University of Washington. For these you should dial '7' followed by the full 10 Digits of the UW Phone Numbers (including Area Code). You do not need to use an Authorization Code for these calls. (Calls from UW to WSU Campuses are also generally coming over as FREE calls to the UW.) This free calling is not available on WSU CentraNet lines.

- ADDITIONAL 'PLUS' DIALING OPTION - NEW FOR FALL 2014: Telephone systems that support International calling are moving to 'global dialing' by use of a leading + (Plus) sign. You may start seeing these + Numbers on Web Sites and advertisements. This allows international calls to be dialed the same way from all countries without first entering the initiating country's International Access Code prefix. Using traditional dialing, calls to the UK from the US would be dialed something like 011-44-XXXXXXXXX, but when calling to the UK from Germany you would dial 00-44-XXXXXXXXX (The first part of the dialing sequence is the International Access Code or Exit Code for the country you are dialing FROM, followed by the Country Code of the country you are dial TO. 011 is the International Access Code/Exit Code for the USA, 00 is the Exit Code for Germany, 44 is the Country Code for the UK). But with Plus dialing, you can call the UK from any country by dialing +44-XXXXXXXXX without entering your country's Exit Code.(Depending on how your phone is configured, you may need an Authorization Code to dial long-distance or international calls.)
To make the system truly global, local and long-distance calls can sometimes all be place using +1 (Plus One) dialing. This is especially useful when calling from a Softphone where you can highlight a number from a web page for example, prefix it with +1 and dial it, without regard to access code, or whether the call is local or not. Note that if you use +1 for local calls you have to include the full 10 digit number (including Area Code) or the system will treat it as an International Call
So the rule is, for International Calls, just use + before the target Country Code, and for Local and Long Distance use +1 before the Area Code and Number. (The '1' in the Plus One is the country of origin's Trunk Code – in the USA and Canada it is '1'; Germany and Japan and the UK for example use '0', so when you are making a local or long-distance call from within that country you would need to use the local Trunk Code as appropriate.)
In making International Calls please note:
- Remember the time differences between your location and the country you are calling. Countries that are more than about 10 hours ahead or behind the Pacific time-zone do not overlap within normal or extended business hours (7:00 AM to 6:00 PM) so coordinating a common time for the phone call can be problematic.
- International Calls to Cell Phones may incur surcharges that will appear on your department's telephone bill.
- One reason that International Calls fail is the 'zero' reason: often times, you must leave out any leading zero in the phone number that immediately follows the country code. So, if the country code is 254 for Kenya and the phone number starts with 012, you dial +254 for Kenya and then you may need to dial 12 (not 012) and the rest of the number. Omit any leading zero in the phone number itself (but not the Country Code or any City Code).
With this + Dialing feature, you should now be able to call back Missed calls from outside callers without having to edit the number, as long as the number appears with a leading + (Plus) or +1 (Plus 1) – just hit the Call softkey when viewing the Missed Call.
