Solution:
An instructor that has the Teacher role in Canvas can submit an assignment on behalf of a student. The role of a user in Canvas is specific to the course. You can find a user's role in the course under the people tab. Those with the Teacher role in Canvas are instructors in myWSU where the grade roster access is not blank.
